Owen Chow Ka-shing was actively involved in the 2019 anti-extradition bill protests. In 2019, Chow was a candidate in the District Council elections. Chow also ran in the unofficial pro-democracy primaries for the 2020 Hong Kong Legislative Council election in which he came fifth in New Territories East and secured the nomination to run in the general election. This election was later postponed by the Hong Kong government. Chow was arrested in January 2021 for his participation in the “35+” unofficial primary elections in July 2020.
