Andy Li is a pro-democracy activist. Li was first arrested on suspicion of alleged collusion with foreign forces under the National Security Law in August 2020. Alongside 11 others Hong Kong protesters, Li was arrested by the Chinese authorities 23 August 2020 and later charged by the authorities in Mainland China for “illegal border crossing” after being intercepted while attempting to flee to Taiwan by speedboat. Li served seven months in jail in Mainland China before being handed back over to Hong Kong on 22 March 2021.
It was reported by Apple Daily that Li is being held in solitary confinement at the maximum-security Siu Lam Psychiatric Center and monitored by “secret-units” of the government. When Li took the stand to testify in the trial of Jimmy Lai on 13 March 2024, there was an international outcry, including from the United Nations Special Rapporteur on torture, following claims that evidence from Li had been obtained through torture while in a Shenzhen prison from 2020 to 2021, including being allegedly subject to restraint chairs (tiger chairs) to force confessions.
