Roy Tam Hoi-pong is an environmentalist and advocate for animal welfare. After completing his undergraduate degree in environmental science at The Chinese University of Hong Kong, Tam founded two non-profit organisations – Footprint (2002) and Green Sense (2006) – to educate citizens about environmental issues in Hong Kong.

Tam was elected as a District Councillor representing the New Territories West constituency in 2015. Tam was arrested in January 2021 for his participation in the “35+” democratic primaries in July 2020. In April 2021, he announced on social media that he had resigned from his post as a District Councillor, saying that he was unable to serve his residents in Ma Wan while in prison on remand.
