Ben Chung Kam-lun joined the Democratic Party in 2011, but left with former Sai Kung district councillor Gary Fan over the party's deal with the Beijing authorities in the 2012 constitutional reform proposal. Chung then co-founded Neo Democrats and served as the chairman of the Sai Kung District Council starting in 2020.
