Chan Pui-man is the former associate publisher of Apple Daily, previously the largest pro-democracy newspaper in Hong Kong. On 16 June 2021, Chan was arrested alongside Apple Daily executives and editors who were accused of conspiring to collude with foreign forces. Chan was released on bail on 18 June 2021 after hours of detention. On 21 July 2021, police revoked Chan’s bail, and she has been held in pre-trial detention at the Tai Lam Centre for Women since.
On 12 October 2021, Chan and other Apple Daily executives appeared at the West Kowloon Magistrates’ Court, where their national security cases were adjourned until 28 December 2021. Chan also faced a new charge of conspiracy to publish in seditious publications alongside her colleagues.
On 22 November 2022, Chan pled guilty to her charge for alleged collusion with foreign forces. Prosecutors did not pursue the sedition charge, and Chan’s sentence will be determined after the trial of Apple Daily founder Jimmy Lai.
