Canada’s lifeboat scheme: Stream B and OWP briefing note

STREAM B (new policy as of August 15, 2023, expires August 31, 2026) 

To be eligible for Stream B, you must

  • hold a valid passport issued by one of the following:

    • Hong Kong Special Administrative Region of the People’s Republic of China

    • United Kingdom to a British National (Overseas) as a person born, naturalized or registered in Hong Kong

  • be physically present in Canada when you apply and when you get permanent residence

  • have valid temporary resident status in Canada

  • intend to live in Canada, in any province or territory other than the province of Quebec

  • have worked in Canada for at least 12 months full time, or an equal amount of part-time hours in the 3 years before you apply.

OPEN WORK PERMIT (new policy as of February 8, 2023, expires February 7, 2025)

Please note that eligibility requirements for OWP are unchanged from the announcement dated February 6, 2023.

To be eligible for OWP, you must 

  • hold a valid passport issued by the Hong Kong Special Administrative Region or the United Kingdom to a British National Overseas

    • Your work permit will be valid for up to 3 years or until your passport expires, whichever comes first.

      • For example, if your passport is valid for 6 months, then you will be issued an open work permit for 6 months.

      • To maximize the duration of the open work permit, make sure your passport is valid for at least 3 years from the date of approval.

      • Tell us how long you want your work permit to be valid.

  • meet the education requirements for post-secondary, graduate or post-graduate studies (see below for details)

Education requirements for post-secondary studies

You must have graduated no more than 10 years before you apply for this open work permit, with one of the following:

  • a degree (for example, associate, bachelor’s, master’s or doctoral) from a designated post-secondary learning institution in Canada or an institution abroad

  • a diploma from a program of at least 2 years from a designated post-secondary learning institution in Canada or an institution abroad

  • a graduate or post-graduate credential

    • from a program of at least 1 year

    • that required the completion of a post-secondary degree or diploma, as a prerequisite for acceptance into the program

      • you must have received the post-secondary degree or diploma no more than 5 years before you started the graduate/post-graduate program

    • from one of the following:

      • a designated learning institution in Canada

      • an institution abroad

要符合申請OWP的資格,你必須:

  • 持有有效的香港特區護照或BNO英國國民(海外)護照

  • 符合大專、大學或研究院課程的學歷要求(詳見下文)

專上教育的學歷要求

在申請開放式工作簽證前,你必須已在10年內畢業,並持有以下其中一個學位:

  • 加拿大指定專上學院或海外學院頒發的學位(例如:副學士、學士、碩士或博士學位)

  • 加拿大指定專上學院或海外學院頒發的兩年制或以上文憑

  • 大學或研究院證明書

    • 所修讀課程為一年制或以上課程

    • 入讀有關課程的先決條件為已完成修讀專上教育學位或文憑課程

      • 在開始修讀有關大學或研究院課程前,你必須已在5年內取得有關專上教育學位或文憑

    • 有關學歷證明書由以下教育機構頒發:

      • 加拿大指定學院

      • 海外學院
